		<description>If the unopened absentee ballots, when reviewed, meet the requirements for
proper ballots they should be counted.
It was already done in a couple counties for a handful of ballots, so get it done already, it means that some people got their ballot counted and others got bupkiss which is unequal treatment under the law.

4%+ is a criminal absentee ballot spoil rate. The people who set up and run such a system without 
trying to address the problems are committing anti-voting crime.</description>
