He's an apparatchik who knows how to kiss butt with the best of them. He's never been very good at representing ordinary Minnesotans, but he's been very good at putting a wet finger to the wind to try to figure out how to triangulate so that he appears to be more moderate than he is in a state where moderation is prized and the best candidate is usually the one who sincerely wants to do the most good for the largest number of Minnesotans.
