		<description>Regardless of what North Dakota does, the Constitution does not exclude anyone gays and lesbians from protection against discrimination.  The Courts will eventually sort this out if state legislatures refuse to do so. 

Leave it to a republican to self-determine some sort of &quot;order of preference&quot; as to which categories of Americans should be protected first.  How stupid.</description>
