Slow moving government leads to foreclosure for flood victims

Some residents in Winona County who suffered substantial damage in last year’s floods are now facing the prospect of foreclosure. Amber Dulek of the Winona Daily News reports that five property owners who were awaiting funding for the hazard mitigation buyout program (in which the government buys significantly damaged properties in a 100-year flood plain) have received mortgage foreclosures first.
