Report: MnDOT lax in project oversight

Carol Molnau may be gone, but the findings contained in an annual Minnesota Department of Transportation (MnDOT) federal compliance report have revealed unresolved issues in project oversight procedures during fiscal year 2007, Molnau’s last year as commissioner.

The report by the MnDOT Office of Audit found “general compliance” with laws, regulations, contracts and grants applicable to major federal programs, based on a survey of 19 highway construction projects. But the audit also found issues from previous audits that remained unresolved. These included issues of substandard materials control, lack of compliance with state and federal environmental requirements, and several billing issues.
