Was the 2009 legislative session a harbinger of things to come? For the first time ever, the governor and the legislature could not come to an agreement on the budget. Partisan gridlock prevented needed election reforms bills from being enacted. In an unprecedented use of his unallotment authority, Governor Pawlenty has eliminated funding for one of the most important parts of our campaign finance system: the Political Contribution Refund Program. And a recent study from the Center for Public Integrity gave Minnesota a failing grade for its legislative disclosure requirements.  The seeming abandonment of Minnesota’s long held principles of good government raises a troubling question: Is the era of good government in Minnesota over?</description>
