No need to convert facilities to be a jail. St. Paul has a large empty jail conveniently located just two blocks from the Xcel Center. The running joke has been that the free speech zone would be on the jail's Kellogg Boulevard-level roof, and the pen would just be an elevator ride away.

Though I'd emphasize I'm not personally aware of any plans to use that facility…
