The Swing State Project has an interesting analysis looking at House members whose voting records don’t line up with the makeup of their districts. In other words, which red-blooded conservatives are representing districts with constituents who tend to be more moderate in their voting–and vice versa. Theoretically, these incumbents should be susceptible to strong challengers.
At the very top of the Republican list? Rep. John Kline of Minnesota’s Second Congressional District. According to the Cook Partisan Voting Index, the south-suburban district is a +3 for the Republicans, making it roughly the 228th most conservative district in the country. (Cearly, these are inexact figures.) Kline’s voting record, by contrast, according to the Swing State Project, ranks him the 400th least liberal House member.
Right behind Kline on the list is Rep. Michele Bachmann, coming in at fifth place. The Sixth Congressional District is rated a strong +5 for Republicans by the Partisan Voting Index. But Bachmann has established one of the most conservative voting records in Congress, putting her 405th in the Swing State Project’s ideological rankings.
