A one-man band of incitement, provocation, and scheming, he created more chaos than any combination of anarchists ever could. He personally blocked off the access to Harriet Island, directing people down onto Shepard Road. He personally sounded the alarm that anarchists had set fire to a dumpster two blocks upriver. Then he closed the gates and sent in the cavalry (mounted deputies) on one side, SWAT teams from the upriver end, and finally cops from the downriver side. Fencing on the fourth side completed the pen. Then he sent in the Lieutenants to pick out anyone of those peaceful, non-political concert-goers who did not look like a Young Republican. Those lucky folks got jailed for two and three days and court citations for unspecified and unsupportable charges of conspiracy to riot. Everyone else just had their evening ruined and found themselves confined until after the last buses ran for the night. Presumably, Sheriff Bob got Karl Rove's autograph and his undying close personal friendship. And lots and lots of overtime pay. Fletcher was a marvel during the RNC.
