Abortion enters GAMC funding debate

abortionAbortion politics got injected into the process of passing GAMC, a health care program for childless adults in Minnesota living below the poverty line. As the Minnesota House was set to pass the a bill to extend the program following unallotment of the program by Gov. Tim Pawlenty, a Minnesota Citizens Concerned for Life–sponsored amendment threatened to hijack the bill. Pawlenty vetoed the bill from the Conservative Political Action Committee (CPAC) conference in Washington, D.C., on Thursday.

Rep. Patti Fritz, DFL-Faribault, introduced the amendment to ban taxpayer funding for abortions under GAMC.

“The GAMC program already does pay for and has paid for 60 abortions recently,” Fritz said Thursday.

But that’s incorrect, said Rep. Erin Murphy, DFL-St. Paul. “I want to be crystal clear. GAMC does not cover pregnant women.” she said. “In our legislation one of the categories of eligibility that we are being very clear about: pregnant women go to Medical Assistance.”

Murphy noted that the reason Minnesota’s Catholic bishops had put their support behind the GAMC bill was because abortions aren’t part of the program.

Who is correct? According to the Minnesota Department of Human Services, women who become pregnant while on GAMC are automatically transferred to the state’s Medical Assistance program. They don’t even need to fill out an application.

But, MCCL blurred the lines in their press release about the vote, conflating the two programs.

Taxpayers have been forced to fund abortion procedures done under both GAMC and Medical Assistance (MA), the Minnesota Medicaid program. In 1993, taxpayers paid about $7,000 for 23 abortions performed in cases of rape, incest, or where the life of the mother was in danger. In 2007, taxpayers funded 3,914 abortions at a cost of $1.58 million, according to the Minnesota Department of Human Services; the total since 1994 is 47,115 abortions and $14.1 million.

“Taxpayer funded abortions—forcing citizens to pay for the killing of unborn children—is an issue that rises above partisan and ideological politics,” Fischbach added. “Minnesotans must not be forced to pay abortionists for their destruction of innocent human life.”

The measure failed on a tied vote of 67-67.

Over the weekend, reproductive rights group hailed the defeat of the amendment.

“Anti-choice forces attempted to add an anti-choice amendment to the GAMC bill which that funds our state’s health program for low-income people,” Planned Parenthood of Minnesota, North Dakota, South Dakota. “Thankfully, this amendment was defeated in a tie vote of 67-67.”

And NARAL Pro-Choice Minnesota sent a similar alert to members. “On Thursday the anti-choice forces introduced an egregious anti-choice amendment to the bill that funds our state’s health program for low-income people,” said the group’s director Linnea House. “That’s right; it was a Stupak/Pitts-type amendment to a program that doesn’t even cover abortion. Fortunately, the amendment was defeated by a tied vote and the bill went on to approval 125 to 9.”

1) As stated, GAMC doesn’t cover pregnant woman, so this was a waste of time.
2) MN Supreme Court has already ruled that abortion must be covered by the Minnesota Health Care Programs, so this was a waste of time.
3) The number of abortions covered by the health care programs sited by MCCL may or may not be correct. First, doctors get very creative as to how they code a abortion in order to make sure they are paid for. Second, the procedure used to abort a fetus is the same as to remove a miscarried fetus. So, some doctors may be covering up abortions and some miscarriages may be coded the same as abortions. Therefore it is pretty hard to tell how many abortions were paid for by the State of Minnesota.
4) Quite frankly, if people are so concerned about the rising cost of welfare programs and health care, abortion is good. It keeps people off programs.

Way to go, DFLer Patti Fritz. Side with your pals on the KKKhristian Right to make women second-class citizens. Even if you have to use bulls**t to do it. And she has the nerve to call herself a “Wellstone Democrat.” What a disgrace. You should publish the roll call vote so we can see the names of the other turncoat DFLers in the caucus.

Abortion needs to be a right for every woman in every state and every country on earth.

Health care needs to be a right in this country for every person just like it is in the rest of the cizilized world. We simply show that we are not civilized like everyone else when we have our stupid system that requires people and companies to pay for something that is supposed to be free.

Next target for the Progressives should be guaranteed housing and guaranteed income for all. It is not a poor person’s fault that there are no jobs. It is the rich people who won’t hire the poor. And since that is the case, tax the heck our of every rich person around and give it to the poor. That is the way this nation needs to operate.

Even though GAMC is not supposed to pay for abortions, it does. According to the Minnesota Department of Human Services, GAMC reimbursed abortion providers for 68 abortions in 2007, at a cost of $25,000. Planned Parenthood and NARAL know this; they are the ones lying to the people of Minnesota. Andy–you need to check your facts once again. Contact the MN DHS and get it right — GAMC pays for abortions.

We need to remain vigilant and make sure any legislation at the Federal or State level permits federal funding of abortion. Both sides of debate have voted again and again to oppose federal funding of this procedure. We need to make sure we do not let up on our elected officials when they try to pass this type of legislation.

Abortion is way cheaper than medical assistance for 7 babies from 7 fathers. It certainly does happen!
