Bachmann: Deem and pass ‘never been done before in history’

Rep. Michele Bachmann has been on a media blitz this week trying to drum up opposition to health care reform. In the last 7 days, she has appeared on Bill Bennett, Matt Lewis, Chris Baker and held two “kill the bill” rallies — one in Minnesota and one in Washington. She also appeared on Fox News’ Red Eye on Tuesday; immediately after that she was a guest on the Family Research Council’s anti-health care reform webcast. And on Thursday, she appeared in a video interview with NewsMax. In a number of these appearances, Bachmann said — incorrectly — that Congress has never used “deem and pass” or the “Slaughter rule” in history.
“They use the Slaughter rule in the House, something that hasn’t been done before,” Bachmann told NewsMax’s Ronald Kessler.
And on Red Eye, Bachmann told the host, “It does great violence to the Constitution. We call it the ‘slaughter the House rule.’ It’s never been done before in the history of the Congress.”
Bachmann was referring to the “deem and pass” rule that Democrats say they will use to pass health care reform. According to Roll Call, the rule has been used extensively by both parties.
Under Speaker Dennis Hastert (R-Ill.) there were 40, 42 and 30 self-executing rules in the 106th, 107th and 108th Congresses (22 percent, 37 percent and 22 percent, respectively). Thus far in the 109th Congress, self-executing rules make up about 16 percent of all rules.”
Later in the day on Tuesday, Bachmann invoked the Bible in opposing health care reform during the Family Research Council webcast.
“What can people do?” FRC president Perkins asked.
“It’s like the Bible says,” Bachmann responded, “‘the men of Issachar understood the times, and knew what to do.”
She continued, “This is insane to vote for this bill for financial reasons, for moral reasons, for the benefit of senior cititzens you vote ‘no.’ On any number of fronts there is no reason to vote for this bill.”

Michelle says there’s no reason to vote for the bill. But earlier she was complaining that it was going to get passed through without a vote. So which is it, Michelle? Were you mistaken or lying?

She’s grade A batshiat insane!. Someone should remind her of the great quote : “Those who don’t learn from history are doomed to repeat it”.
If they’re really against deem and pass, lets reverse EVERY bill that got through under deem and pass for the last 30 years and see how the republicans feel about that!
You cant have it both ways, looks like Pelosi is just using the great tactic “If you cant beat them, join them”!
Vote NO on health care, and by that I mean lets eliminate it across the board for everyone. Once the old republicans start dropping dead we will REALLY see some change!

As usual Michele is right. Demon pass has only been used before this to pass trivial measures too unimportant to waste time on. While the current health insurance bill fits this description, the commies are wasting our time and much more on this nonsense.

Bachmann and the other GOP “elites” are facing, at long last, the end of their reign. Never has one party insisted on NOT participating in representative democracy (of the people, for the people, remember?)
Their era f immense hypocrisy — as the sole protectors of human values, family values, financial sensibility, small government — is coming toa crashing end. I’m always amazed why such a group of people that are so devoted to blaming government for problems are at the same time so committed to destroying government.
I believe in capitaism,and I’m no bleeding heart liberal. But I do believe that a country withour founding principles can and must enact these reforms — and many more.
All I want is my government back from the insurance cartel. Oh, and Bachmann to go far, far away.

You think Bachmann is a GOP “elite”? What a joke. No, she is part of the new blood of the GOP. A CONSERVATIVE GOP that will push out the “elites” as you call them. You could not have made a more ignorant statement if you had tried.
If ObamaScare gets “passed” by this corrupt Congress and signed by BHO into “law”, there will be a revolution in this country the likes of which you have never seen in your lifetime, or the the lifetime of your parents or grand parents. The revolution is already underway, but it will explode like a Chinese fireworks factory if the demoncrats ram this down our throats.

Really where were all these so-called patriots when Bush and the Republican Congress were doubling the national debt? I’ll tell you where: they were happily at home pasting pictures of George Bush in their scrapbooks and enthusing about his manly cowboyness.
And if McCain had won, they would still be at home, painting Sarah Palin mural on the sides of their garages.

Are you saying that there is an active movement to violently overthrow the duly elected government of our country? If so, such a movement is treasonous and completely against the intentions of the founding fathers of our nation.
The founders of our country, and the authors of our constitution, took great pains to ensure that there were checks and balances against any one group or philosophy gaining control. They devised a system that is brilliant: three branches of government that counter each other. The executive presents a single, commanding point of view. The legislative expresses the will of the people and the states. The judicial applies logic and reason and defends minorities against any tyranny by the majority. This is a system that can be profoundly frustrating to anyone with a radical point of view. But hey, it has taken us from a group of rebellious farmers to the most powerful nation in the history of our planet. It works.
Now I completely respect those who have conservative points of view. I want your input into the public discourse as to what policies we should set. I also respect liberal points of view. I want liberal input into policies too. Between the two we stand a chance of choosing the best course of action.
With regard to health care, the current bill is a half-baked measure. But at least it is something. To do nothing means more people will die needlessly. Is that what you want? I certainly do not. I also do not want health care system that is based on employment. That is a system that is unique to the USA and it has outlived it’s usefulness. I do not want a health care system that uses lawsuits to weed out incompentent or careless practioners. There are better ways to ensure quality care than get-rich-quick schemes for the victims of incompetence. So I absolutely want that to be part of the solution.
At the end of the day, the people who are fueling the reaction against the Obama plan are only trying to protect sources of extreme profit. They are using people with natural, honerable, conservative points of view to support their greed.
So Jerry, I say to you that Michele Bachmann and others like her are using you to further their own greed and avarice. She does not represent you and your point of view any more than she represents me and my point of view (and I am one of her constituents).
Look to people like former governer Arne Carlson or former senator Dave Durenberger for rational, sensible viewpoints on this and many other issues. If they were the true face of the GOP, I would be an enthusiastic member. But they are among those foolishly called RHINOs by the extreme neo-conservative wing of the party.
In the aftermath of the First World War, both Communism (an extreme left wing philosphy) and Facism (an extreme right wing philosophy) flourished. The result was the Second World War where tens of millions of innocent people died. Thank God that democracy prevailed. The result of that and the Cold War was that both Facism and Communism were forever discredited. There is nothing remotely Communist about our President or the Democratic Party, but Michele Bachmnann and those like her do sound very much like Facists. Like Nazis.
So I challenge every follower of Rep. Bachmann to ask themselves if they truly want violent revolution over what is merely an attempt to give every citizen fair access to health care. Do they want the children of God to die for no better reason than to fill the bank accounts of insurance excutives? Because that is the issue that faces our nation.
That is what this is about.
So how does your rhetoric answer that claim?

Jerry — All the GOP has ever had to offer it fear, as your reply so simply proves. What has the GOP ever done to help people live a better life? Keep pandering to the least informed “patriots” — that’s all. The GOP and the laughable tea party movement are determined to ruin government — the supposed cause of all of our problems.
Buy a 9th grade civic book, you’ll be surprised how government can work, and how it cannot work when one party simply refuses to even join the debate.
You’re right, OUR government will never be the same; it’ll be much better. And FAR better than the government of the previous GOP administration.

The Deem & Pass has been used, but typically for minor things.
Bachmann is correct is stating that it has never been used for major legislation.
Those who claim she is lying, they just want the outcome and therefore cannot tolerate light being shed on the means.
