Bachmann’s Christian counseling clinic receives state funds

Bachmann and Associates, Inc., a counseling center that receives state funds and is owned by Rep. Michele Bachmann and her husband, Dr. Marcus Bachmann, uses counseling methods steeped in fundamentalist Christianity, raising questions about its use of taxpayer money.

Founded in 2003, Bachmann’s clinic has taken in nearly $30,000 in state funds since 2007. Dr. Bachmann has said publicly that God heals people at his clinic and that Jesus Christ is the “Almighty Counselor.”

“We are distinctly a Christian counseling agency here in the Twin Cities,” he told KKMS radio in 2008. “We have 27 Christian counselors, Christ-centered, very strong in our understanding of who the Almighty Counselor is, and as we rely on God’s word and the Almighty Counselor, we have the opportunity to change people’s lives.”

He continued, “God heals people and if we give opportunity, if we are a willing vessel and we go according to what God’s word is, it works.”

The clinic applied for and received Rule 29 and Rule 31 licensing from the state in 2003. The rules allow the clinic to receive state money to treat low-income Minnesotans for mental health and chemical dependency problems. The clinic has earned $27,564 in state payments since 2007 — and likely received more, since the Minnesota Transparency and Accountability Project’s online data only goes back to 2007. Bachmann and Associates took $1,419 in public money in 2007, $13,140 in 2008, $12,493 in 2009 and $512 so far in 2010, according to the transparency project.

All of the clinic’s counselors identify as Christians. Among them is Marian E. Eckhardt, a licensed psychologist. Her mission statement says, “I believe that through knowledge, faith and dependency on God and His revealed truths one receives the strength and love to truly fulfill their life’s purpose.”

Saul Selby, the clinic’s drug and alcohol counselor, is also an ordained minister. Selby writes that he seeks to “help individuals and couples experience wholeness and healing through the application of biblical principles and the Love of Christ.”

Debra Kullberg, an associate marriage and family therapist, is also a licensed member of the clergy. “Jesus as the Son of God is the Savior, Healer, and intimate Lover of my soul,” she says in a statement on the clinic’s website. “He invites those He calls to join Him on a personal journey to the Cross. Our entire being is healed and restored (body, soul, and spirit) as we surrender ‘our way’ for ‘His way.’”

Watchdog groups say that the state’s arrangement with Bachmann and Associates is problematic.

“Unless they are receiving money purely through vouchers, this is clearly unconstitutional,” said Alex Luchenitser, staff attorney for Americans United for Separation of Church and State. Vouchers are used in some states to allow those on public assistance to purchase services, but Minnesota has no such system in place.

“It’s wrong for the government to buy clinical services that include submission to God or proselytization,” said Luchenitser. “This appears to be a textbook case of taxpayers funds for religious purposes.”

And if Dr. Bachmann only hires Christian employees, that could compound the problem, he added. “It sounds like employees have to be Christian to work in the clinic. That would be religious discrimination.”

Chuck Samuelson, executive director of the American Civil Liberties Union of Minnesota, was a bit more reserved.

“If the government is going to pay Lutheran Social Services and Catholic Charities to do stuff, then they have to meet certain critieria. Bachmann and Associates has to meet the same criteria.”

“There are requirements that they insulate the sectarian or religious parts of their operations from the non-sectarian parts of their operation.”

He added, “I really don’t know if Bachmann and Associates is doing that.”

Dr. Bachmann did not return the Minnesota Independent’s request for comment about the clinic.

Given that the clinic is attached to conservative superstar Rep. Michele Bachmann, it has received a fair amount of criticism over the years.

The religious point of view represented at Bachmann and Associates is very conservative, if the clinic’s affiliation with the Wisconsin Evangelical Lutheran Synod (WELS) is any indication. Dr. Bachmann’s clinic is listed among the WELS/ELS Christian Counselors and Life Coaches, a groups of counselors “intent on serving our Lord.”

WELS became a campaign issue in 2006, when the Star Tribune reported that then-candidate Bachmann’s church was a member of WELS, a denomination that described the Pope as the Antichrist (Bachmann denied that she believed that herself).

The clinic also reputedly engages in “reparative therapy,” or treatment aimed at making homosexuals straight. The first time that accusation was lodged at the clinic was back in 2006 in a City Pages profile on Rep. Bachmann.

Dr. Bachmann told the paper that he does not encourage gays to become straight. But he has spoken about the issue at length on Christian radio. He told Point of View Talk Radio that if a child confides in a parent that they might be gay, that parent should discourage the child from being gay. He also said because of public schools, the number of homosexuals in America is increasing.

“We have to understand that barbarians need to be educated, need to be disciplined,” Bachmann said. “And just because someone thinks [they're gay] or feels it doesn’t mean we need to go down that road. That’s what is called the sinful nature.”

“We have a responsibility as parents and authority figures not to allow such feelings to move into action steps” such as homosexual relationships, he said. “What is our public school system doing today? They are giving full wide open doors not only encouragement to think it, but to encourage actions steps.”

He concluded, “The percentage of homosexuals in this country is small but by these open doors we can see it is starting to increase.”

I’m not sure exactly the issue here. The gov is allowed to give funds to religious based organizations as long as it does not discriminate about which ones it gives money to. People may not like it, but, my understanding is that their practice is fairly big and goes back before Bachmann was a household name.
Sounds like they are just using the resources that are available to their own benefit.

Emo, the government can’t give money to religious organizations unless the money is segregated from religious activities. For that money, the religious organization can’t discriminate in who it hires, who it helps, and it can’t proselytize. It doesn’t mater if the government gives to organizations of different religions. It sounds like Bachmann is taking public money for sectarian purposes.

Bachmann family values:

She is a government employee living off the taxpayers. She could refuse to be paid her salary as an example of her opposition to government spending.
She gets government paid health insurance and a government paid pension. She could refuse to participate to show she will only accept private sector involvement in medical and retirement programs.
Her family gets substantial farm subsidies. They simply don’t have to apply for this subsidy, to show how they refuse to take taxpayer money for a private enterprise.
Their counseling center gets Federal and State money. They could refuse all government money because government doesn’t belong in healthcare.

What do they do? They take the money, taxpayer money over and over again. They take taxpayer money, and then decry government spending and government involvement.

“Do as I say, not as I do”, the Bachmann family motto.

This is why giving special tax treatments and letting religious organizations deliver government services is a slippery slope. I think the office of Faith Based Initiatves in the White House (started by Bush) is a bad idea. It was formed to pacify the religious right. That’s what this is all about. It is now ok for our secular government to give funding to a group of counselors who would tell their patients that homosexuality is barbaric.

I ordered my minister magic wand yesterday. I should be an ordained minister sometime next week. I’ve also received my ACME bull**** detector and am now a qualified as truth counselor. I’ve already contacted the State Attorney General and DHS and will receive all relevant authority to be reimbursed under state programs for the counseling services I will be providing at my new counseling center for those closeted homosexuals and conflicted teabaggers to cure them of their hypocrisy. All are welcome.

I taught in a public school for 33 years until I retired last year, and no one at the school where I worked encouraged any student to engage in any type of sexual behavior, hetero-or homosexual. This man doesn’t know what goes on in public schools other than those things he creates in his delusional mind. He’s flat our lying. I doubt he could make it as a public school for 2 weeks.

This is the slippery slope of the George W Bush “Faith-Based Initiative” and clearly the Bachmann’s vested interests in the promotion of their theocratic view is the objective here.
Defund them; claw back the moneys paid through RICO and Racketeering charges because you can bet your bottom dollar that these Cults of Jesus Inc bigots have only their personal bottom line as motivation.

Is someone forced to recieve counseling at Bachman and Associates without a choice of another? If so, that is wrong.

However, I believe we are still free to choose. Most Americans do believe in God. When someone recieves counseling that goes against their true values, this can create huge emotional problems later on.

For someone that does not believe in God, they can choose another counseling service. This is one of the freedoms of our great country. Christians are tax payers too. Be kind. It works!

Yes Dano,you are right. The separation of Church and State is not in the constitution.

America was founded on the principals of freedom. This includes religion.America has been blessed by God. I know that I am going to heaven, even though I don’t deserve to. Jesus died for me.

Why pick on the Bachmanns for being busy, productive and decent people. And cut them down for being foster parents?! The state is overloaded with children whose parents are boozing and
drugging and who knows what else.

This is funny! I bet some of you would rather have some ‘meth heads’ as neighbors, hugh? Have another drink!

Here’s the text of the First Amendment to the Constitution:

“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

There is the separation of church and state, plus the freedom of speech, in one neat package. The Establishment Clause of the First Amendment prohibits the establishment of a national religion by the Congress or the preference of one religion over another, non-religion over religion, or religion over non-religion.

You’re right, ignorance is bliss. You must be extremely happy.

History of the First Amendment:
Richard Hooker a Theologian was the first one who used the term “separation of church and state” and Thomas Jefferson was the 2nd in reference to the Danbury Baptist church. Coincidently the Danbury church were concerned that the right to religious exercise was expressed as a government granted right rather than a God granted right, implying that someday the government might want to regulate religious expression.

In the mid 1850’s Congress spent a year investigating the original intent and said, “there is no substitute for Christianity…that was the religion of the founders of the republic and they expected it to remain the religion of their descendants.”

The First Amendment rights didn’t start to progressively erode until 1947.

You righties wouldn’t know the constitution if it hit you in the face. First you complain about government being too big. Now you want government to be in charge of religion . That is what they do in Iran. The separation of church and state actually protects you people but you seem to not understand that . I am Christian and I want to practice my faith without Government intervention. If you righties want to make official Govt religion then who will be in charge a committee like in Iran? I know this is a hard concept for some of you, perhaps one could take a history course at the college.

Let’s get back to the article here.
This clinic does not receveive “funds” in the way some people reading this may think. You make is sound like they get a money form the the state and the feds simply to run their clinic.
Money this clinic gets, state or federal is REIMBURSEMENT for their services for medical assistance recipients who CHOOSE this clinic. The clinic has to send in a claim just like any other mental health organization.
It’s no different that someone choosing to get their mental health services from a licensed therapist using equine (horses) as part of their therapy. Each therapist has their own specialty of practicing while adhereing to the rules of their licensure. If a therapist wants to practice within the scope of their licensure and use prayer as part of their healing, they are allowed to do this. The state does not pay for “christian” counseling”, they pay for “counsling” and if that couseling fits the licensure of that therapist, it’s legit. Mental health counseling must fit the needs of their clients.
So, if you can find proof that these therapists are fraudulently billing Medicare and Medicaid, then…only then will you have an article worth reading.

Marcus receives no state reimbursement in the same way Planned Parenthood does not use federal funds to pay for abortion services. Oh wait, the anti-choicers say that doesn’t matter because the costs for abortion services are diverted through a “shell game” of internal accounting. The Bachmann’s wouldn’t do that would they?

I’m sure their books can be made public. What does Michele have to fear? Surely they wouldn’t apply their logic with a biased and uneven hand.

Would that the religious right choose facts over fairy tales and honesty over self-serving rationalizations.

They billed for services provided. It wasn’t like they just had the money sent to them. She is also working to reform in a way that would actually potentially DECREASE money they might bill in the future. Also, check for yourselves the billable rates they receive for low income clients. It is less than HALF of what they would bill for a full paying client. I am sure none of you do your job for free!

You are actually making my point. Marcus submitted to our secular government requests for reimbursement for performing “religious treatments” that may be prohibited from public funding by law or the Constitution.

One cannot accuse Planned Parenthood of a bookkeeping shell game to use public funds for abortion costs and not recognize the same potential criticism can be leveled at the Bachmann’s Religion Inc. A thorough examination of their books will tell us more.

Praise Jebus, God hates consistent applications of the law, Amen.

Amazing anyone tolerates this kind of lack of education.

In general – when education fails, people turn to religion.

It comes as no surprise Bachman – if elected – wants to get rid of the US Department of Education.

Just amazing.

If so ? The US will have it’s OWN Christian Taliban – armed to the teeth with nuclear weapons – chanting End Days… sound like a good plan anyone ?

i wonder if Zawahiri is any closer to Allah as Bachman is to ‘God’.

Both seem to make a claim they have some special relationship – some savior complex – that THEY are ‘special’ representatives of God.

I am not so sure the world needs Bachman in any authority position as it does Zawahiri.

Extremist Christians blow up abortion clinics – no different than extremist Islam blowing up buildings.

Same thinking system – different modes.

Bachman can’t see she’s no different than Bin Laden and Zawahiri – it’s HER way to God or – you’re evil.

Bottom line I just want to know why Dr. Bachman is so damned interested in getting so many openly gay men in one spot to be ‘cured’.

Bottom line -he’s interested. Of ALL the problems in this world- Dr. Bachman and his wife – Michelle- believe that if can JUST cure homosexuals – then – why ? everything will just fall into line.

Wow- I can’t WAIT to see the UN response to the new US foreign policy – fix the gays and we’ll have world peace.

Wow – what a line.

Maybe Dr. Bachman and Michelle got some of that quality Sandoz CIA LSD back in the 1960′s.

Sure would explain some things- along with that stary eyed look in Laden, Zawahiri and Bachman.

I don’t think we can afford to expend 4 years of the Presidency to find out that the religious fundamentalists don’t have all US citizens interests in mind.

If Bachman is elected ? US will have become a theocracy before Afghanistan -and gee- that’s pretty bad.

I wonder if Bachman can be put on the spot regarding a gay member of the military who has given their life or service to this country. I wonder how she would handle that. On one hand she’d be saying she disrespect them, but on the other ? She’s have to look past it in order to cash in on the Palin esque ‘use’ of military service men and women to make her look good. Palin did that -every speech “I just want to thank the men and women of the military” Gee Sarah, really ? Do we REALLY NEED your SPECIAL blessing ? I think we ALL share that respect. It becomes how evidently shallow these people are to use people to make themselves look better.

28,000 children die of hunger EACH DAY- why is Dr. Bachman and his holy of holiest holies so damned interested in getting so many gay men together in one spot to cure them.

Doesn’t he have REAL issues to deal with ? What would Mother Theresa say ? Who DID give her ENTIRE LIFE to the service of humanity- in the end she questioned after what she’s seen whether there even IS a God-

Let’s see – Mother Theresa went and lived in poverty to help starving children, disabled children- Dr. Bachman takes $30,000 a year from the Federal Government to bring gay men together to cure them.

Yeah, I think we can see who’s the TRUE servant of God here.

This is just another example of how the media will go to any length to try and distort the truth. Their claim that the clinic took taxpayer money is false. I personally know someone at the clinic. They did not take funds. They have clients who have MA (medical assistance). And when they bill the insurance for these clients, they have to bill MA, which is funded by the government. The issue of taking government funds is false. As far as the clinic using “reparative therapy, that claim is also false. They do not try to force anyone into anything. They simply help them. Rather than calling for the Bachmans’ head and name calling and comparing them to terrorists (maybe you should go back to 911 and see what terroists are capable of), lets try and remember where the sources come from, and do a little research ourselves rather than take the media’s word for it. The group that did this story is a gay activist group known to threaten people on several occations.
