Keith Ellison got some cheers and some jeers in editorial pages this week, as pundits put their spin on politics at the end of the year. The Nation called him the &#8220;most valuable representative,&#8221; while the Star Tribune&#8217;s Jon Tevlin told him to pack his bags and move to New York. Tevlin gave Reps. Michele Bachmann and James Oberstar their marching orders as well. <span id="more-75703"></span></p>
<p>In the Nation&#8217;s Progressive Honor Role,<a href="http://www.thenation.com/article/157281/progressive-honor-roll-2010"> Ellison scored big points for his work on peace issues</a>:</p>
<blockquote><p>Minnesota&#8217;s Keith Ellison, a former civil rights lawyer and state legislator, is still identified as &#8220;the first Muslim elected to Congress.&#8221; But the Congressman is making a name for himself as a progressive leader with global reach. Frequently called into action by the State Department (not just by Hillary Clinton but also by Condoleezza Rice), Ellison has a higher international profile than all but a few House members; he uses it to remind the global community—and Americans—that &#8220;religious tolerance has a much longer pedigree in America than some of the intolerance we&#8217;ve seen lately.&#8221; His unprecedented visit to Gaza was followed this year by a call on President Obama to do more to ease the blockade of the Palestinian territory. Evenhanded and diplomatic in his approach, Ellison argued that &#8220;fulfilling the needs of civilians in Israel and Gaza are mutually reinforcing goals.&#8221;</p></blockquote>
<p>But he drew jeers from the <a href=" http://www.startribune.com/local/112530199.html?elr=KArks:DCiU1PciUiD3aPc:_Yyc:aUoaEYY_1Pc_bDaEP7U">Star Tribune&#8217;s Tevlin</a> for not voting to censure Rep. Charlie Rangel of New York. Tevlin&#8217;s column offered &#8220;free metaphorical bus tickets out of Minnesota to people I found objectionable, immoral or just plain un-Minnesotan in 2010&#8243;:</p>
<blockquote><p>Rep. Keith Ellison. He didn&#8217;t vote to censure Rep. Charlie Rangel, found guilty of 11 counts of unethical behavior. Representative, what don&#8217;t you understand about tax trouble? Oh, right, there&#8217;s that. Despite knowing about Rangel&#8217;s problems, the good people of New York voted him back in a landslide. Hop on the bus to the Big Apple, Ellison, where you will no doubt thrive.</p></blockquote>
<p>Tevlin also dinged Bachmann: &#8220;You have to give the Republicans credit for their sense of humor in naming her to the Intelligence Committee&#8221; and Oberstar: &#8220;It is only fitting that a transportation czar get a ticket on Greyhound, which started in his district.&#8221;</p>

Keith Ellison removed from the Congressional Task Force on Anti-Semitism and is ramping up pressure on Rep. Ron Klein, D-Fla., who chairs the committee. Americans Against Hate says it will protest Klein until he removes Ellison from the committee. Despite AAH&#8217;s anti-Muslim activities across the nation, the group and its founder Joe Kaufman have been a staple on Fox News and are popular at tea party events in the organization&#8217;s home state of Florida.</p>
<p><a href="http://canadafreepress.com/index.php/article/28419">In a statement on Tuesday</a>, Kaufman said, “Representative Klein has both the authority and the responsibility to remove Keith Ellison from the Congressional Task Force on Anti-Semitism, a group that Ellison has no business being on. We demand that he does so immediately. Every day that Ellison sits on that task force is an offense to those who fell victim to anti-Semitism and/or radical Islam.”</p>
<p>Kaufman says his group is targeting the nation&#8217;s first Muslim Congress member because of Ellison’s radical activities and his &#8220;associations&#8221; with groups that are &#8220;connected&#8221; to terrorism. The proof Kaufman presents is Ellison&#8217;s trip to Gaza in April.</p>
<p>Kaufman was a <a href="http://weblogs.sun-sentinel.com/news/politics/broward/blog/2010/07/tea_party_activists_plan_major_1.html">featured speaker at a July tea party event</a> in Florida and has been a regular commentator on Fox News. Kaufman has attempted to connect many Muslim community organizations to terrorism, including a <a href="http://mediamatters.org/blog/201007200043">Muslim family day at a Six Flags amusement park this summer</a>. Kaufman&#8217;s earlier run-in with Ellison involved a 2007 Muslim Day Parade in New York. Kaufman <a href="http://minnesotaindependent.com/2315/ellison-wont-be-grand-marshal-for-new-york-muslim-parade" target="_blank">incorrectly claimed</a> Ellison agreed to be grand marshal of the annual event, which he characterized in FrontPage Magazine as &#8220;a pre-9/11 celebration of sorts taking place in New York City.”</p>
<p>Ellison spoke at length about his visit to Gaza and Israel in April and about the damage the <a href="http://minnesotaindependent.com/57456/back-from-mid-east-ellison-talks-israel-gaza">conflict is doing to both sides in an interview with the website TCJewfolk</a>.</p>

<p>Reps. Betty McCollum and Keith Ellison offered sharp criticism of Israel&#8217;s response to a flotilla sent to bring supplies to the Gaza Strip on Monday. The flotilla was detained and 10 activists on board were killed by Israeli troops. McCollum called the incident &#8220;preventable,&#8221; and Ellison said he was &#8220;deeply shocked and saddened&#8221; by the bloodshed.<span id="more-59633"></span></p>
<p>The following is McCollum&#8217;s statement issued on Tuesday evening:</p>
<blockquote><p>“While the U.S. supports Israel’s security, it is impossible to comprehend or make excuses for Israel’s decision to confront and kill civilian activists. This unnecessary and preventable incident demands a comprehensive investigation by the international community fully supported by the United States.”</p></blockquote>
<p>Ellison released this statement on Tuesday:</p>
<blockquote><p>I am deeply shocked and saddened by reports that at least 10 civilians have been killed, with dozens more injured, in a raid as Israeli armed forces intercepted a convoy carrying humanitarian supplies and construction materials to the people of Gaza.</p>
<p>I extend my condolences to the families of those killed and I wish a full and rapid recovery to all injured parties, including both participants on the flotilla and Israeli soldiers.</p>
<p>Israel should grant the detained and injured individuals immediate access to their families and to legal counsel. Israeli authorities should also disclose where the injured have been hospitalized.</p>
<p>Leaders on all sides should take immediate steps to ensure that this incident does not escalate into a broader round of violence in the region.</p>
<p>This tragedy did not need to happen.  This event is the result of the ongoing, counterproductive blockade on Gaza. The blockade punishes ordinary citizens, and strengthens Hamas’ control over commerce. I am concerned for Israel’s security and an undernourished and unemployed Gazan population does not promote this goal.</p>
<p>There should be a full investigation by responsible parties regarding how this incident occurred.</p>
<p>As President Obama stated last year in his speech in Cairo:</p>
<p>‘Israel must also live up to its obligations to ensure that Palestinians can live, and work, and develop their society…the continuing humanitarian crisis in Gaza does not serve Israel&#8217;s security.’</p>
<p>I urge President Obama and other international leaders to take this tragedy as a catalyst to end the blockade on Gaza.  All parties must come together to move toward a durable peace in the region.</p></blockquote>

Rep. Michele Bachmann penned a column on Tuesday urging strong support for Israel&#8217;s actions. At the same time, a coalition of groups in Minnesota are planning a protest at Sen. Amy Klobuchar&#8217;s office to condemn Israel&#8217;s actions. <span id="more-59601"></span></p>
<p>&#8220;While the world decries the actions of Israel, I think it&#8217;s imperative that the United States stand strong with their ally,&#8221; <a href="http://thehill.com/blogs/congress-blog/foreign-policy/100771-stand-with-israel-rep-michele-bachmann" target="_blank">Bachmann wrote in the Hill.</a> &#8220;I support Israel&#8217;s position to stop and inspect peace missions headed to Gaza for national security purposes and the U.S. should reiterate our support for Israel and stand by them throughout the peace process in the Middle East.&#8221;</p>
<p>Meanwhile, a coalition of peace and pro-Palestine groups are planning a protest on Tuesday evening at Sen. Amy Klobuchar&#8217;s office to urge the United States to stop sending military aid to Israel.</p>
<p>The Coalition for Palestinian Rights (CPR), Women Against Military Madness (WAMM), AntiWar Committee (AWC), International Jewish anti-Zionist Network &#8211; TC (IJAN-TC), MN Break the Bonds (MN BBC), Teachers Against Occupation (TAO) released a statement that read in part:</p>
<blockquote><p>Israel&#8217;s criminal actions cannot be permitted to continue. The United States directly supports Israeli atrocities with billions of dollars of military and economic aid every year. All of our Senators and Congressional representatives have supported this aid. This must stop. We call for an immediate end to U.S. ties to Israel. Specifically as people in Minnesota, we call for an end to Minnesota economic ties and financial support of Israel&#8217;s atrocities.</p></blockquote>

Ellison said that a disheartening fact of life there is that people in either locale have no sense of what those in the other area are going through. Ellison spoke with Gazans who didn&#8217;t seem to appreciate how devastating the rocket attacks have been on Israel. <span id="more-57456"></span></p>
<blockquote><p>“They didn’t seem to have any knowledge about the hell and damage the rocketing was causing on the other side of the border. They didn’t seem to &#8212; they were like, oh isn’t it like little pop rockets? I think they actually used the term bottle rockets. They didn’t seem to know. How much damage is being inflicted over there. And how much terror is being inflicted over there.</p>
<p>And when I asked them, do you know any Israelis? None of them did except for one and that one met one when she went to Texas on like a year abroad. The only one who got to know one was the one who went to Texas. It threw a chill through me. Because how do myths about people crop up? When you don’t know them.”</p></blockquote>
<p>TCJewFolk posed the question: “Does being pro-Palestinian automatically mean a politician is anti-Israel? Can someone be friendly and sympathetic to both sides?”</p>

<p>The rankings (<a href="http://www.thewashingtonnote.com/twn_up_fls/2009CongressionalScorecardByScore.pdf">pdf</a>) were &#8220;based on [Congress members'] support for an American foreign policy in the Middle East that best serves the national interest and brings a swift end to the Israeli-Palestinian conflict.&#8221;</p>
<p>Ellison, a Democrat, was the only legislator to <a href=" http://tpmcafe.talkingpointsmemo.com/2010/01/29/the_no_false_choice_in_middle_east_awards/">score 12 points on 4 key measures</a>. Democrats Reps. Betty McCollum and James Oberstar and Republican Rep. Michele Bachmann each made the list as well, with 6 points, 2 points and one point respectively.</p>
<p>Here are the rating criteria:</p>
<blockquote><p>1. House Resolution 34, which passed on January 9, 2009</p>
<p>The resolution passed during Israel&#8217;s invasion of the Gaza strip and at the height of international criticism as well as domestic public outcry decrying Israel&#8217;s human rights abuses during the invasion that resulted in the death of more than 1400 Palestinians in the span of three weeks. House Resolution 34, essentially, assured Israel of its right to defend itself and lay the blame for the death of civilians squarely on Hamas, absolving Israel of any responsibility during the bombardment. There was no mention of Israel&#8217;s illegal use of cluster bombs and white phosphorus in the highly dense Gaza strip.</p>
<p>The voting for House Resolution 34 was given double the weight of House Resolution 867, another vote used to score Congressmen on this issue, due to the large amount of pressure that AIPAC and other pro-Israel lobbies put on Congress, as well as, the small number of dissenting lawmakers. The five Nay votes were given four points, the 38 Congressmen who abstained or voted present were given two points, the 390 Yea votes were given zero points.</p>
<p>2. House Resolution 867, which passed on November 3, 2009</p>
<p>House Resolution 867 demanded that President Obama&#8217;s administration &#8220;oppose unequivocally any endorsement or further consideration of the &#8216;Report of the United Nations Fact Finding Mission on the Gaza Conflict&#8217; in multilateral fora.&#8221;</p>
<p>The text of the resolution was so full of factual errors and misrepresentations of the Goldstone report that both Congressmen Keith Ellison and Brian Baird felt compelled to write critiques of the resolution. Richard Goldstone, the South African judge who authored the report, took the unusual step of issuing a paragraph-by-paragraph response to the report, addressing its inaccuracies and willful omissions. The 36 who voted Nay were given two points, the 52 who voted present or did not vote were scored 1 point, while the 344 Yea votes were given zero points.</p>
<p>3. Congressional visits to Gaza</p>
<p>While largely a symbolic action, a few Congressmen visited the Gaza strip since the invasion by Israeli in January of 2009. These visits show an interest in the plight of the Palestinians living in dismal conditions in Gaza for more than a year now, where little is allowed to enter the strip, including basic necessities such as medical supplies and building material.</p>
<p>Due to the meaningful significance of this gesture, the Congressmen who went to Gaza in the name of human rights, equality, freedom, and justice are recognized in this report. Although as many as 8 members of the House might have made the trip to Gaza in the past year, ANewPolicyPAC was only able to confirm 4 members due to the reluctance of others to announce their plans to visit the strip. Congressmen Keith Ellison, Brian Baird, Stephen Lynch and Bob Inglis were all given four points for making the trip to Gaza.</p>
<p>4. Open Letter to End the Siege on Gaza</p>
<p>The Congressional letter to end the siege on Gaza was signed by 54 members of the House and was addressed to President Obama, stating that &#8220;the unabated suffering of Gazan civilians highlights the urgency of reaching a resolution to the Israeli-Palestinian conflict, and we ask you to press for immediate relief for the citizens of Gaza as an urgent component of your broader Middle East Peace.&#8221; The letter was a clear indication by a still small but determined minority in the House of Representatives to push for real reform in America&#8217;s foreign policy in the Middle East and to finally implement our longstanding positions on the Israeli-Palestinian conflict. <p>Thank you for your ongoing work to resolve the Israeli-Palestinian conflict and for your commitment of $300 million in U.S. aid to rebuild the Gaza Strip. We write to you with great concern about the ongoing crisis in Gaza.</p>
<p>The people of Gaza have suffered enormously since the blockade imposed by Israel and Egypt following Hamas&#8217; coup, and particularly following Operation Cast Lead. We also sympathize deeply with the people of southern Israel who have suffered from abhorrent rocket and mortar attacks. We recognize that the Israeli government has imposed restrictions on Gaza out of a legitimate and keenly felt fear of continued terrorist action by Hamas and other militant groups. This concern must be addressed without resulting in the de facto collective punishment of the Palestinian residents of the Gaza Strip. Truly, fulfilling the needs of civilians in Israel and Gaza are mutually reinforcing goals.</p>
<p>The unabated suffering of Gazan civilians highlights the urgency of reaching a resolution to the Israeli-Palestinian conflict, and we ask you to press for immediate relief for the citizens of Gaza as an urgent component of your broader Middle East peace efforts. <p>* Movement of people, especially students, the ill, aid workers, journalists, and those with family concerns, into and out of Gaza;</p>
<p>* Access to clean water, including water infrastructure materials,</p>
<p>* Access to plentiful and varied food and agricultural materials;</p>
<p>* Access to medicine and health care products and suppliers;</p>
<p>* Access to sanitation supplies, including sanitation infrastructure materials;</p>
<p>* Access to construction materials for repairs and rebuilding;</p>
<p>* Access to fuel;</p>
<p>* Access to spare parts;</p>
<p>* Prompt passage into and out of Gaza for commercial and agricultural goods; and</p>
<p>* Publication and review of the list of items prohibited to the people of Gaza.</p>
<p>Winter is arriving and the needs of the people grow ever more pressing. For example, the ban on building materials is preventing the reconstruction of thousands of innocent families&#8217; damaged homes. There is also a concern that unrepaired sewage treatment plants will overflow and damage surrounding property and water resources.</p>
<p>Despite ad hoc easing of the blockade, there has been no significant improvement in the quantity and scope of goods allowed into Gaza. Both the number of trucks entering Gaza per month and the number of days the crossings have been open have declined since March. This crisis has devastated livelihoods, entrenched a poverty rate of over 70%, increased dependence on erratic international aid, allowed the deterioration of public infrastructure, and led to the marked decline of the accessibility of essential services.</p>
<p>The humanitarian and political consequences of a continued near-blockade would be disastrous. Easing the blockade on Gaza will not only improve the conditions on the ground for Gaza&#8217;s civilian population, but will also undermine the tunnel economy which has strengthened Hamas. Under current conditions, our aid remains little more than an unrealized pledge. Most importantly, lifting these restrictions will give civilians in Gaza a tangible sense that diplomacy can be an effective tool for bettering their conditions.</p>
<p>Your Administration&#8217;s overarching Middle East peace efforts will benefit Israel, the Palestinians, and the entire region. The people of Gaza, along with all the peoples of the region, must see that the United States is dedicated to addressing the legitimate security needs of the State of Israel and to ensuring that the legitimate needs of the Palestinian population are met.</p>

Keith Ellison and six other members of Congress are sending a <a href="http://minnesotaindependent.com/24717/rep-ellison-presses-secretary-of-state-clinton-on-gaza#more-24717" target="_self">letter to Secretary of State Hillary Clinton</a> urging immediate action to end the humanitarian crisis in Gaza. It asks for openings on the Gaza border for humanitarian supplies, the transport of critically ill residents out of Gaza and United Nations funding to aid with the reconstruction of civilian infrastructure following the conflict between Hamas and Israel.</p>
<p>&#8220;As strong supporters of both the Israeli and Palestinian peoples, we are writing to express our deep concern for the humanitarian situation in the Gaza Strip and to request immediate action by the United States to address this crisis,&#8221; reads the letter. &#8220;With the ceasefire now in effect, it is critical that the United States play a leading role in alleviating the suffering of civilians in Gaza and we respectfully urge your assistance in this task.&#8221;</p>
<p><span id="more-24717"></span><br />
Earlier this month, Ellison was among 22 representatives who<a href="http://minnesotaindependent.com/22608/with-two-exceptions-minnesota-house-members-approve-of-israels-gaza-siege" target="_blank"> refrained from voting on a resolution supporting Israel&#8217;s military incursion into Gaza</a>; he noted that resolution&#8217;s failure to adequately address the <a href="http://minnesotaindependent.com/22713/rep-ellison-refrained-from-voting-on-gaza-resolution-because-it-barley-mentions-human-suffering-in-gaza" target="_blank">humanitarian crisis in Gaza</a>.</p>
<p>Full text of the letter, which was originally signed by Ellison as well as Reps. John Olver, D-Mass.; Lois Capps, D-Calif.; David Price, D-N.C.; Barbara Lee, D-Calif.; Maurice Hinchey, D-N.Y.; and Sam Farr, D-Calif., and has 30 representatives as of Wednesday:</p>
<blockquote><p>First, we would like to congratulate you on being sworn in as our nation’s 67th Secretary of State. We are very hopeful that this new era in American foreign policy upon which we embark can advance the cause of peace in the Middle East and beyond.</p>
<p>As strong supporters of both the Israeli and Palestinian peoples, we are writing to express our deep concern for the humanitarian situation in the Gaza Strip and to request immediate action by the United States to address this crisis. With the ceasefire now in effect, it is critical that the United States play a leading role in alleviating the suffering of civilians in Gaza and we respectfully urge your assistance in this task.</p>
<p>As you know, the situation on the ground is dire. The flow of humanitarian goods into the Gaza Strip is limited to food and medicine. Yet there exists a real need to allow for the importation of construction materials and fuel, which require the opening of crossings into Gaza. For example, only the Karni Crossing has the capacity for transporting large cargo, such as cement, but it remains closed.</p>
<p>In addition, in order to rebuild civilian infrastructure in Gaza the international community is going to have to make significant monetary contributions. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) estimates financial needs of nearly $350 million just to rebuild their own infrastructure and continue providing essential services to the Palestinians in Gaza.<br />
We also remain especially concerned about the desperate condition of medical services in Gaza. Although Israel has begun to allow limited medical supplies into Gaza, the need far outweighs the availability while hospitals remain understaffed and ill-supplied. One of the most crucial steps that needs to be taken is for Israel to allow critically ill patients to be transported out of Gaza and into Israel, the West Bank and Jordan, where they may receive necessary medical care. We therefore urge you to express this concern directly to Israeli government officials.</p>
<p>In addition to the several thousand individuals who were physically injured during the recent military operations, we can expect to see a dramatic increase in the number of individuals suffering from psychological trauma. In order to help the population to begin rebuilding, we will need to further ensure that funds are used to provide adequate mental health services in Gaza.”</p>
<p>Failure to address this humanitarian emergency has the potential to produce a crisis of even more unspeakable proportions. We therefore respectfully request that the State Department release emergency funds to UNRWA for reconstruction and humanitarian assistance. We believe the State Department can make funds available through accounts such as Emergency Refugee and Migration Assistance (ERMA) and urge you to facilitate the transfer of funds as soon as possible.</p>
<p>We look forward to maintaining a productive and ongoing dialogue with the State Department and the Obama Administration regarding the United States response to the humanitarian crisis in Gaza. Toward that end we respectfully request that you or your staff share with us the actions taken to date and the strategy you will pursue to address the humanitarian crisis within 14 days.</p>
<p>Finally, we know that addressing the Israeli-Palestinian conflict as a whole is a top priority of the Obama Administration and we applaud President Obama and you for your early and public commitment to meet this challenge. We also believe that the naming of former Senator George Mitchell as special envoy to the Middle East is commendable. We believe the security interests of both Israel and the United States will be greatly enhanced by the establishment of a lasting peace between Israelis and Palestinians, and that United States involvement is indispensable in achieving that goal. We stand ready to work with you as the Administration furthers these efforts.</p></blockquote>

<blockquote><p><a href="http://minnesotaindependent.com/wp-content/uploads/2008/11/ellison.jpg"><img class="alignright size-thumbnail wp-image-18089" title="ellison" src="http://minnesotaindependent.com/wp-content/uploads/2008/11/ellison-150x150.jpg" alt="" width="150" height="150" /></a>Madame Speaker, I come to the floor today torn about this resolution.</p>
<p>Though I welcome resolutions by Congress to express support for the people of Israel and Gaza at this difficult time, this resolution does little to move toward a stable and durable peace in the Middle East.</p>
<p>I cannot vote against this resolution because I believe every country in the world has the right to defend itself.</p>
<p>I have been to Sderot and I have seen first-hand both the physical and emotional destruction caused by the rocket attacks launched by Hamas.</p>
<p>Israeli citizens living near the Gaza border have been repeatedly harassed and live daily in fear.  Hamas, a terrorist organization founded with the goal of destroying Israel, has launched more than 6,000 rockets and mortars into Israel since 2005.</p>
<p>Last fall I voted for a resolution specifically condemning these rocket attacks into Israel.</p>
<p>At the same time I cannot vote for this resolution because it barely mentions the human suffering of the Palestinians in Gaza.</p>
<p>Over 750 people have been killed, including 250 children and 50 women, with over 3,000 people injured.</p>
<p>And even before the recent Israeli military operation, life for the people of Gaza had become increasingly unliveable &#8212; with shortages of food, fuel and basic medical supplies.</p>
<p>The 1.4 million inhabitants of the Gaza Strip existed in a state of dreadful isolation, cut off from the world, often including the world&#8217;s media.</p>
<p>Earlier this year the people of Gaza broke through the walls separating Gaza and Egypt simply to purchase groceries.</p>
<p>We need to have compassion for the people of Gaza and the tremendous human suffering there.</p>
<p>That is why I will vote “present” on this resolution concerning the current conflict in Gaza.</p>
<p>History has shown that ground troops and air strikes have not resolved conflict in the Middle East.  If we try to resolve conflict with military might and nothing else, then we will be no safer than we were before.</p>
<p>Diplomacy is necessary to save lives and yield a lasting peace with security.</p>
<p>The United States government, together with international partners, must play an active role in pursuing real peace with security in the Middle East.</p></blockquote>
<p>With their &#8220;present&#8221; votes, Ellison and fellow Minnesota representative <a href="http://minnesotaindependent.com/22670/mccollum-votes-present-on-house-israel-resolution">Betty McCollum</a> were in the minority; the non-binding resolution passed with bipartisan support, 390 votes to five.</p>

<p>As expected, <a href="http://www.reuters.com/article/vcCandidateFeed2/idUSN09303848" target="_blank">the U.S. House of Representatives approved,</a> by an overwhelming 390-5 bipartisan vote, a <a href="http://thomas.loc.gov/cgi-bin/query/z?c111:H.RES.34:">non-binding resolution </a> &#8220;[r]ecognizing Israel’s right to defend itself against attacks from Gaza, reaffirming the United States&#8217; strong support for Israel, and supporting the Israeli-Palestinian peace process.&#8221; Aside from Reps. Keith Ellison and Betty McCollum, who voted &#8220;present,&#8221; Minnesota&#8217;s delegation, regardless of party affiliation, <a href="http://clerk.house.gov/evs/2009/roll010.xml" target="_blank">voted for the resolution</a>.</p>
<p><a href="http://minnesotaindependent.com/22670/mccollum-votes-present-on-house-israel-resolution" target="_blank">In a floor statement</a>, McCollum, who was among 22 legislators who refrained from voting, said the resolution &#8220;justifies Israel’s bombardment of the citizens of Gaza, sanctions the incursion of Israeli troops into Gaza to clear this occupied territory of Hamas fighters regardless of the human cost, and calls for &#8216;supporting the Israeli-Palestinian peace process&#8217; while innocent Palestinian women and children are being killed in Gaza. This resolution strongly and justifiably condemns Hamas, but the resolution’s intent and substance are void of any relation to the hellish reality that is being inflicted on the citizens of Gaza right now or the deprivation inflicted upon Gaza families by Israel’s harsh denial of food, medicine and fuel over the past year.&#8221;</p>
<p>Ellison acknowledged he was &#8220;torn&#8221; about voting: he supports Israel&#8217;s right to defend itself, but also lamented that <a href="http://minnesotaindependent.com/22713/rep-ellison-refrained-from-voting-on-gaza-resolution-because-it-barley-mentions-human-suffering-in-gaza" target="_blank">the resolution &#8220;barely mentions the human suffering of the Palestinians in Gaza.&#8221;</a></p>
<p>Four Democrats (California&#8217;s Maxine Waters, <a href="http://minnesotaindependent.com/22335/kucinich-in-gaza-israel-has-violated-arms-export-act">Ohio&#8217;s Dennis Kucinich</a>, Wisconsin&#8217;s Gwen Moore, West Virginia&#8217;s Nick Rahall) and one Republican (Ron Paul of Texas) voted against the resolution.</p>
<p>In her defense of the resolution, <a href="http://minnesotaindependent.com/22674/rep-bachmanns-statement-of-support-for-israel" target="_blank">Republican Michele Bachmann said</a>, &#8220;No one likes to see the destruction, the loss of life, the grief. But, Israel was pushed into a corner with no other option than to defend and protect its people. Now, it is time that Congress put its words into action and stand strong behind our most valuable ally, Israel.&#8221;</p>
<p><strong> </strong></p>
<p>The vote, coming on the 14th day of Israel&#8217;s air and ground strikes on Gaza, which have <a href="http://www.mcclatchydc.com/world/story/59383.html" target="_blank">killed nearly 800 Palestinians</a> (including <a href="http://online.wsj.com/article/SB123148888823967717.html" target="_blank">257 children</a> and <a href="http://www.reliefweb.int/rw/rwb.nsf/db900SID/LSGZ-7N5F8Z?OpenDocument">85 women</a>), &#8220;expresses vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders.&#8221; Near the end, the resolution adds that the U.S. House &#8220;expresses condolences to innocent Palestinian and Israeli victims and their families, and reiterates that humanitarian needs in Gaza should be addressed promptly and responsibly.&#8221;</p>
<p>In a break from the <a href="http://minnesotaindependent.com/22521/senate-passes-resolution-supporting-israels-gaza-strikes" target="_blank">Senate version passed yesterday</a>, the House resolution calls for &#8220;the immediate release of the kidnaped [sic] Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006&#8243; and says Egypt must take measures to stop cross-border smuggling into Gaza.&#8221;</p>
<p>The Senate version was &#8220;passed unanimously,&#8221; according to Sen. Amy Klobuchar&#8217;s office, indicating she approved of the resolution.</p>

<p>RESOLUTION</p>
<p>Recognizing Israel&#8217;s right to defend itself against attacks from Gaza, reaffirming the United States&#8217; strong support for Israel, and supporting the Israeli-Palestinian peace process.</p>
<p>Whereas Hamas was founded with the stated goal of destroying the State of Israel;</p>
<p>Whereas Hamas has been designated by the United States as a Foreign Terrorist Organization;</p>
<p>Whereas Hamas has refused to comply with the Quartet&#8217;s (the United States, the European Union, Russia, and the United Nations) requirements that Hamas recognize Israel&#8217;s right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians;</p>
<p>Whereas in June 2006, Hamas illegally crossed into Israel, attacked Israeli forces, and kidnaped Corporal Gilad Shalit, whom they continue to hold today;</p>
<p>Whereas Hamas has launched thousands of rockets and mortars against Israeli population centers since 2001, and has launched more than 6,000 such rockets and mortars since Israel withdrew its civilian population and its military from Gaza in 2005;</p>
<p>Whereas Hamas has increased the range and payload of its rockets, reportedly with support from Iran and others, putting hundreds of thousands of Israelis in danger of rocket attacks from Gaza;</p>
<p>Whereas Hamas locates elements of its terrorist infrastructure in civilian population centers, thus using innocent civilians as human shields;</p>
<p>Whereas Secretary of State Condoleezza Rice said in a statement on December 27, 2008, that `We strongly condemn the repeated rocket and mortar attacks against Israel and hold Hamas responsible for breaking the cease-fire and for the renewal of violence there&#8217;;</p>
<p>Whereas on December 27, 2008, Israeli Prime Minister Ehud Olmert said, &#8216;For approximately seven years, hundreds of thousands of Israeli citizens in the south have been suffering from missiles being fired at them. . . . In such a situation we had no alternative but to respond. We do not rejoice in battle but neither will we be deterred from it. . . . The operation in the Gaza Strip is designed, first and foremost, to bring about an improvement in the security reality for the residents of the south of the country&#8217;;</p>
<p>Whereas the humanitarian situation in Gaza, including shortages of food, water, electricity, and adequate medical care, is becoming more acute;</p>
<p>Whereas Israel has facilitated humanitarian aid to Gaza with hundreds of trucks carrying humanitarian assistance and numerous ambulances entering the Gaza Strip since the current round of fighting began on December 27, 2008;</p>
<p>Whereas on January 6, 2009, before the United Nations Security Council, Secretary Rice stated that: &#8216;The situation before the current events in Gaza was clearly not sustainable. Hundreds of thousands of Israelis lived under the daily threat of rocket attack, and frankly, no country, none of our countries, would have been willing to tolerate such a circumstance. Moreover, the people of Gaza watched as insecurity and lawlessness increased and as their living conditions grew more dire because of Hamas&#8217;s actions which began with the illegal coup against the Palestinian Authority in Gaza. . . . A ceasefire that returns to those circumstances is unacceptable and it will not last&#8217;; and</p>
<p>Whereas the ultimate goal of the United States is a sustainable resolution of the Israeli-Palestinian conflict that will ensure the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and a viable, independent, and democratic Palestinian state living side by side in peace and security with the State of Israel: Now, therefore, be it</p>
<p>Resolved, That the House of Representatives&#8211;</p>
<p>(1) expresses vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and recognizes its right to act in self-defense to protect its citizens against Hamas&#8217;s unceasing aggression, as enshrined in the United Nations Charter;</p>
<p>(2) reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel&#8217;s right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and verifiably dismantle its terrorist infrastructure;</p>
<p>(3) encourages the Administration to work actively to support a durable and sustainable cease-fire in Gaza , as soon as possible, that prevents Hamas from retaining or rebuilding its terrorist infrastructure, including the capability to launch rockets and mortars against Israel, and thereby allowing for the long-term improvement of daily living conditions for the people of Gaza;</p>
<p>(4) believes strongly that the lives of innocent civilians must be protected to the maximum extent possible, expresses condolences to innocent Palestinian and Israeli victims and their families, and reiterates that humanitarian needs in Gaza should be addressed promptly and responsibly;</p>
<p>(5) calls on all nations&#8211;</p>
<p>(A) to condemn Hamas for deliberately embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields, while simultaneously targeting Israeli civilians; and</p>
<p>(B) to lay blame both for the breaking of the &#8216;calm&#8217; and for subsequent civilian casualties in Gaza precisely where blame belongs, that is, on Hamas;</p>
<p>(6) supports and encourages efforts to diminish the appeal and influence of extremists in the Palestinian territories, and strengthen moderate Palestinians who are committed to a secure and lasting peace with Israel;</p>
<p>(7) calls on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt and affirms the willingness of the United States to continue to assist Egypt in these efforts;</p>
<p>(8) calls for the immediate release of the kidnaped Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006; and</p>
<p>(9) reiterates its strong support for a just and sustainable resolution of the Israeli-Palestinian conflict achieved through negotiations between Israel and the Palestinian Authority in order to ensure the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and a viable, independent, and democratic Palestinian state living side by side in peace and security with the State of Israel.</p></blockquote>
