Several members of Minnesota’s congressional delegation were quick to respond to President Obama’s Monday night speech on military action in Libya. Rep. John Kline called for more clarity while Rep. Betty McCollum said the Libyan people must remove Qaddafi. Rep. Michele Bachmann, always prepared to throw verbal bombs at the president, said that “President Obama is taking sides with Palestine over Israel” by supporting NATO action in Libya.

“This is a radical departure from United States foreign policy and the president did it unilaterally without consultation with Congress,” Bachmann said in a post-speech interview with Fox News. “President Obama is taking sides with Palestine over Israel.”

Rep. Betty McCollum released this statement following Obama’s speech:

“I support America’s limited role in the international effort to protect Libyan civilians from being massacred by the tyrant Qaddafi. I agree with President Obama that standing idly by while Qaddafi made good on his edict to slaughter 700,000 Libyans in Benghazi – including women, children, and the elderly – would be an unacceptable blow to America’s values and the security of the region. However, the success of the rebels’ military campaign to remove Qaddafi from power is in the hands of the Libyan people, not the United States.”

Rep. John Kline sent this statement before Obama’s speech (his office hasn’t released a followup reaction):

“I remain deeply concerned that the President committed valuable U.S. military resources to war without conveying to the American people – including our troops – our stated objective in Libya. Tonight, the President must clearly define that mission in no uncertain terms. As a 25-year veteran of the Marine Corps, I respect the Commander in Chief and support our troops in their efforts, but the President must speak with greater precision and clarity about his vision for protecting Libya’s civilians from the fury of a terrorist dictator and whether that includes removing Libyan leader Muammar Qadhafi from power.”

Michele Bachmann called on Hearst Newspapers to fire reporter Helen Thomas over her statements regarding the Israeli-Palestine conflict. Thomas’ call for Israel to leave Palestinian areas has generated criticism from many quarters. Bachmann called Thomas a “the White House media dinosaur” and urged her employer to remove her from reporting.

Here are Thomas’ comments:

And here’s what Bachmann wrote:

Once again the liberal media has shown its true colors! The White House media dinosaur, also known as Helen Thomas has called on Jews to leave Israel and move back to Poland and Germany. This anti-Semitic sentiment has no place in our public discourse. I call upon her employer, Heart Corporation to dismiss her at once! The White House needs to revoke her press credentials immediately.

Her apology is not sufficient, considering her many previous negative sentiments against Israel. Her language is offensive, vulgar and intolerant.

Keith Ellison sat down with TCJewFolk.com, a “Twin Cities Hub for Hip Jewish Stuff,” to talk about his recent trips to Israel and Gaza. Ellison said that a disheartening fact of life there is that people in either locale have no sense of what those in the other area are going through. Ellison spoke with Gazans who didn’t seem to appreciate how devastating the rocket attacks have been on Israel.

“They didn’t seem to have any knowledge about the hell and damage the rocketing was causing on the other side of the border. They didn’t seem to — they were like, oh isn’t it like little pop rockets? I think they actually used the term bottle rockets. They didn’t seem to know. How much damage is being inflicted over there. And how much terror is being inflicted over there.

And when I asked them, do you know any Israelis? None of them did except for one and that one met one when she went to Texas on like a year abroad. The only one who got to know one was the one who went to Texas. It threw a chill through me. Because how do myths about people crop up? When you don’t know them.”

TCJewFolk posed the question: “Does being pro-Palestinian automatically mean a politician is anti-Israel? Can someone be friendly and sympathetic to both sides?”

Here’s Ellison’s response:

Keith Ellison" width="111" height="150" />A New Policy PAC, whose motto is “Peace in the Middle East is in America’s National Interest,” put out a scorecard rating Congress members’ commitment to ending the Israeli-Palestinian conflict. Minnesota Rep. Keith Ellison is ranked number one.

The rankings (pdf) were “based on [Congress members'] support for an American foreign policy in the Middle East that best serves the national interest and brings a swift end to the Israeli-Palestinian conflict.”

Ellison, a Democrat, was the only legislator to score 12 points on 4 key measures. Democrats Reps. Betty McCollum and James Oberstar and Republican Rep. Michele Bachmann each made the list as well, with 6 points, 2 points and one point respectively.

Here are the rating criteria:

1. House Resolution 34, which passed on January 9, 2009

The resolution passed during Israel’s invasion of the Gaza strip and at the height of international criticism as well as domestic public outcry decrying Israel’s human rights abuses during the invasion that resulted in the death of more than 1400 Palestinians in the span of three weeks. House Resolution 34, essentially, assured Israel of its right to defend itself and lay the blame for the death of civilians squarely on Hamas, absolving Israel of any responsibility during the bombardment. There was no mention of Israel’s illegal use of cluster bombs and white phosphorus in the highly dense Gaza strip.

The voting for House Resolution 34 was given double the weight of House Resolution 867, another vote used to score Congressmen on this issue, due to the large amount of pressure that AIPAC and other pro-Israel lobbies put on Congress, as well as, the small number of dissenting lawmakers. The five Nay votes were given four points, the 38 Congressmen who abstained or voted present were given two points, the 390 Yea votes were given zero points.

2. House Resolution 867, which passed on November 3, 2009

House Resolution 867 demanded that President Obama’s administration “oppose unequivocally any endorsement or further consideration of the ‘Report of the United Nations Fact Finding Mission on the Gaza Conflict’ in multilateral fora.”

The text of the resolution was so full of factual errors and misrepresentations of the Goldstone report that both Congressmen Keith Ellison and Brian Baird felt compelled to write critiques of the resolution. Richard Goldstone, the South African judge who authored the report, took the unusual step of issuing a paragraph-by-paragraph response to the report, addressing its inaccuracies and willful omissions. The 36 who voted Nay were given two points, the 52 who voted present or did not vote were scored 1 point, while the 344 Yea votes were given zero points.

3. Congressional visits to Gaza

While largely a symbolic action, a few Congressmen visited the Gaza strip since the invasion by Israeli in January of 2009. These visits show an interest in the plight of the Palestinians living in dismal conditions in Gaza for more than a year now, where little is allowed to enter the strip, including basic necessities such as medical supplies and building material.

Due to the meaningful significance of this gesture, the Congressmen who went to Gaza in the name of human rights, equality, freedom, and justice are recognized in this report. Although as many as 8 members of the House might have made the trip to Gaza in the past year, ANewPolicyPAC was only able to confirm 4 members due to the reluctance of others to announce their plans to visit the strip. Congressmen Keith Ellison, Brian Baird, Stephen Lynch and Bob Inglis were all given four points for making the trip to Gaza.

4. Open Letter to End the Siege on Gaza

The Congressional letter to end the siege on Gaza was signed by 54 members of the House and was addressed to President Obama, stating that “the unabated suffering of Gazan civilians highlights the urgency of reaching a resolution to the Israeli-Palestinian conflict, and we ask you to press for immediate relief for the citizens of Gaza as an urgent component of your broader Middle East Peace.” The letter was a clear indication by a still small but determined minority in the House of Representatives to push for real reform in America’s foreign policy in the Middle East and to finally implement our longstanding positions on the Israeli-Palestinian conflict. The 54 Congressmen who signed the letter were each given two points for their brave stance, while the leaders of the initiative, Congressmen

Democratic U.S. Reps. Keith Ellison, Betty McCollum, and James Oberstar sent a letter urging President Obama late last week urging him to use diplomatic pressure to resolve the blockade affecting Gaza. Spearheaded by Ellison and Rep. Jim McDermott, D-Wash., the letter acknowledges the difficult position facing Israel and notes that the blockade is strengthening Hamas. Fifty members of Congress, as well as a number of religious groups and denominations, have signed on to Ellison’s letter.

“The unabated suffering of Gazan civilians highlights the urgency of reaching a resolution to the Israeli-Palestinian conflict, and we ask you to press for immediate relief for the citizens of Gaza as an urgent component of your broader Middle East peace efforts,” the letter urges. “The current blockade has severely impeded the ability of aid agencies to do their work to relieve suffering.”

Among the groups supporting the letter: J Street, The Holy Land Christian Ecumenical Foundation (HCEF), The American Task Force on Palestine (ATFP), The American Near East Refugee Association (ANERA), The Methodist Church, The Friends Committee on National Legislation (FCNL), and Rabbis for Human Rights.

“We also sympathize deeply with the people of southern Israel who have suffered from abhorrent rocket and mortar attacks,” the letter states. “We recognize that the Israeli government has imposed restrictions on Gaza out of a legitimate and keenly felt fear of continued terrorist action by Hamas and other militant groups. This concern must be addressed without resulting in the de facto collective punishment of the Palestinian residents of the Gaza Strip. Truly, fulfilling the needs of civilians in Israel and Gaza are mutually reinforcing goals.”

The full letter:

President Barack Obama
The White House
1600 Pennsylvania Avenue
Washington, DC 20500

Dear President Obama,

Thank you for your ongoing work to resolve the Israeli-Palestinian conflict and for your commitment of $300 million in U.S. aid to rebuild the Gaza Strip. We write to you with great concern about the ongoing crisis in Gaza.

The people of Gaza have suffered enormously since the blockade imposed by Israel and Egypt following Hamas’ coup, and particularly following Operation Cast Lead. We also sympathize deeply with the people of southern Israel who have suffered from abhorrent rocket and mortar attacks. We recognize that the Israeli government has imposed restrictions on Gaza out of a legitimate and keenly felt fear of continued terrorist action by Hamas and other militant groups. This concern must be addressed without resulting in the de facto collective punishment of the Palestinian residents of the Gaza Strip. Truly, fulfilling the needs of civilians in Israel and Gaza are mutually reinforcing goals.

The unabated suffering of Gazan civilians highlights the urgency of reaching a resolution to the Israeli-Palestinian conflict, and we ask you to press for immediate relief for the citizens of Gaza as an urgent component of your broader Middle East peace efforts. The current blockade has severely impeded the ability of aid agencies to do their work to relieve suffering, and we ask that you advocate for immediate improvements for Gaza in the following areas:

* Movement of people, especially students, the ill, aid workers, journalists, and those with family concerns, into and out of Gaza;

* Access to clean water, including water infrastructure materials,

* Access to plentiful and varied food and agricultural materials;

* Access to medicine and health care products and suppliers;

* Access to sanitation supplies, including sanitation infrastructure materials;

* Access to construction materials for repairs and rebuilding;

* Access to fuel;

* Access to spare parts;

* Prompt passage into and out of Gaza for commercial and agricultural goods; and

* Publication and review of the list of items prohibited to the people of Gaza.

Winter is arriving and the needs of the people grow ever more pressing. For example, the ban on building materials is preventing the reconstruction of thousands of innocent families’ damaged homes. There is also a concern that unrepaired sewage treatment plants will overflow and damage surrounding property and water resources.

Despite ad hoc easing of the blockade, there has been no significant improvement in the quantity and scope of goods allowed into Gaza. Both the number of trucks entering Gaza per month and the number of days the crossings have been open have declined since March. This crisis has devastated livelihoods, entrenched a poverty rate of over 70%, increased dependence on erratic international aid, allowed the deterioration of public infrastructure, and led to the marked decline of the accessibility of essential services.

The humanitarian and political consequences of a continued near-blockade would be disastrous. Easing the blockade on Gaza will not only improve the conditions on the ground for Gaza’s civilian population, but will also undermine the tunnel economy which has strengthened Hamas. Under current conditions, our aid remains little more than an unrealized pledge. Most importantly, lifting these restrictions will give civilians in Gaza a tangible sense that diplomacy can be an effective tool for bettering their conditions.

Your Administration’s overarching Middle East peace efforts will benefit Israel, the Palestinians, and the entire region. The people of Gaza, along with all the peoples of the region, must see that the United States is dedicated to addressing the legitimate security needs of the State of Israel and to ensuring that the legitimate needs of the Palestinian population are met.

On Thursday, Rep. Michele Bachmann condemned the Goldstone report, a United Nations-commissioned report on possible war crimes during the Israel-Palestine conflict in the Gaza strip in 2008 and 2009. But it is clear from her press release that she either didn’t read the report or is willfully misleading the public.

The U.S. House voted voted 344 to 36 last week to condemn the Goldstone report because it criticizes Israel’s actions in retaliation to Palestinian attacks. Reps. Keith Ellison and Betty McCollum were the only two members of the Minnesota delegation to vote against condemning the report. The rest of the delegation supported the condemnation, except for Bachmann who was not present for the vote.

Bachmann praised the vote to condemn the report and in a press release on Thursday, wrote, “Indeed, while this report condemns Israel’s actions, it ignores the precipitating causes of Israel’s self-defensive behavior, concluding that Israel’s military operations were ‘deliberate and systematic,’ and directed at the people of Gaza as a whole, failing to acknowledge Israel’s right to defend itself against terrorism, namely the thousands of rockets launched daily at its citizens.”

In fact, the report (pdf) doesn’t ignore “the thousands of rockets launched daily at its citizens.” It clearly calls those rockets attacks “a war crime,” and speculated further that they “may amount to crimes against humanity.”

The report’s section on the rocket attacks on Israel spans 20 pages which provide detail on lives lost, property damage, the groups responsible and the violation of Israeli rights.

On page 347, the report states, “Since April 2001, Palestinian armed groups have launched more than 8,000 rockets and mortars from Gaza into southern Israel.” It notes the “psychological trauma and the feeling of insecurity that living under rocket fire has caused” and the resulting “erosion of the economic, social and cultural life of these communities” in southern Israel.

The report describes the groups responsible, including “the ‘al Qassam Brigades’” which are the “the armed wing of the Hamas political movement.”

It notes that the rocket attacks by Palestinians are a violation of the rights of Israeli children. “The strikes had an adverse impact on the right to education of children and young adults in the affected communities in southern Israel.”

The report also identifies instances where Palestinian armed forces launched rockets from civilian areas thereby using civilians as shields against Israeli retaliation.

And the Goldstone report concludes,

From the facts available, the Mission finds that the rocket and mortars attacks, launched by Palestinian armed groups in Gaza, have caused terror in the affected communities of southern Israel and in Israel as a whole. Furthermore, it is the Mission’s view that the mortars and rockets are uncontrolled and uncontrollable, respectively. This indicates the commission of an indiscriminate attack on the civilian population of southern Israel, a war crime, and may amount to crimes against humanity. These attacks have caused loss of life and physical and mental injury to civilians and damage to private houses, religious buildings and property and have eroded the economic and cultural life of the affected communities.

Rep. Keith Ellison is urging members of Congress not to scrap the Goldstone report (pdf) on war crimes allegedly committed during the conflict culminating in December 2008 and January 2009 between Hamas and Israel. A resolution in Congress, backed by Republicans, would condemn the report, written by UN investigator Richard Goldstone, as unfriendly to Israel. Ellison penned a column in Politico on Tuesday saying the Goldstone report is as fair as can be expected considering the difficult circumstances in the region.

The report states that both sides — Hamas and Israel — should be investigated for war crimes in the conflict when Hamas launched missiles into Israel and Israel implemented a crippling blockade on the people in the Gaza strip.

In defending the report, Ellison recalled the situation he saw when he visited the region last winter.

I visited Sderot in southern Israel and saw the havoc and trauma created by Hamas rocket fire. Israelis there live with fear. I have condemned these attacks as war crimes and will continue to do so.

I also visited Gaza and witnessed the devastation wreaked by the recent war. I toured an American school and medical clinics devastated by Operation Cast Lead. A blockade keeps out items such as paper for textbooks and nutritious food. Gazans live in poverty, and most cannot drink their own water. These are cruel violations against the people of Gaza, 56 percent of whom are children.

Ellison says that Goldstone is a staunch supporter of human rights, and it’s dishonest to claim that Goldstone has a bias against Israel — he’s a self-proclaimed Zionist.

In a letter to the House Committee on Foreign Affairs, on which Ellison sits, the American Israel Public Affairs Committee urged the committee to reject the Goldstone report.

“The notoriously anti-Israel U.N. Human Rights Council commissioned and subsequently adopted this report which, according to the administration, had a mandate that was ‘unbalanced, one-sided and basically unacceptable,’” the letter stated. “This report falsely charges that Israel committed war crimes and purposely targeted civilians.”

But, Goldstone and human rights groups say that’s not what the facts say. Human Rights Watch says that the resolution contains false information. Specifically, members of Congress claim that the report does not mention possible war crimes committed by Hamas. Goldstone points out that his report clearly does.

Sarah Leah Whitson, Middle East and North Africa director at Human Rights Watch urged Congress to support the Goldstone report. “Instead of denouncing the report, the US Congress should urge Israel and Hamas to break the cycle of abuse and impunity, which for too long has fueled hatred and hindered efforts at peace.”

Ellison echoed a similar sentiment. “The Goldstone report does not assign blame. It lays out the facts, as best as Goldstone could ascertain them, and offers recommendations for the future,” wrote Ellison. “Congress should use this report as a resource to understand a critical part of the world and to grasp fully the devastating human costs of the status quo.”

He continued, “Instead, Congress is poised to oppose the Goldstone report without holding a single hearing on a document that few members of Congress, if any, have read.”

Rep. Keith Ellison, one of 22 U.S. Representatives to vote “present” on the non-binding resolution supporting Israel’s attacks on Gaza over the past 14 days, gave this speech on the House floor on Friday:

Madame Speaker, I come to the floor today torn about this resolution.

Though I welcome resolutions by Congress to express support for the people of Israel and Gaza at this difficult time, this resolution does little to move toward a stable and durable peace in the Middle East.

I cannot vote against this resolution because I believe every country in the world has the right to defend itself.

I have been to Sderot and I have seen first-hand both the physical and emotional destruction caused by the rocket attacks launched by Hamas.

Israeli citizens living near the Gaza border have been repeatedly harassed and live daily in fear. Hamas, a terrorist organization founded with the goal of destroying Israel, has launched more than 6,000 rockets and mortars into Israel since 2005.

Last fall I voted for a resolution specifically condemning these rocket attacks into Israel.

At the same time I cannot vote for this resolution because it barely mentions the human suffering of the Palestinians in Gaza.

Over 750 people have been killed, including 250 children and 50 women, with over 3,000 people injured.

And even before the recent Israeli military operation, life for the people of Gaza had become increasingly unliveable — with shortages of food, fuel and basic medical supplies.

The 1.4 million inhabitants of the Gaza Strip existed in a state of dreadful isolation, cut off from the world, often including the world’s media.

Earlier this year the people of Gaza broke through the walls separating Gaza and Egypt simply to purchase groceries.

We need to have compassion for the people of Gaza and the tremendous human suffering there.

That is why I will vote “present” on this resolution concerning the current conflict in Gaza.

History has shown that ground troops and air strikes have not resolved conflict in the Middle East. If we try to resolve conflict with military might and nothing else, then we will be no safer than we were before.

Diplomacy is necessary to save lives and yield a lasting peace with security.

The United States government, together with international partners, must play an active role in pursuing real peace with security in the Middle East.

With their “present” votes, Ellison and fellow Minnesota representative Betty McCollum were in the minority; the non-binding resolution passed with bipartisan support, 390 votes to five.

In a floor statement, McCollum, who was among 22 legislators who refrained from voting, said the resolution “justifies Israel’s bombardment of the citizens of Gaza, sanctions the incursion of Israeli troops into Gaza to clear this occupied territory of Hamas fighters regardless of the human cost, and calls for ‘supporting the Israeli-Palestinian peace process’ while innocent Palestinian women and children are being killed in Gaza. This resolution strongly and justifiably condemns Hamas, but the resolution’s intent and substance are void of any relation to the hellish reality that is being inflicted on the citizens of Gaza right now or the deprivation inflicted upon Gaza families by Israel’s harsh denial of food, medicine and fuel over the past year.”

Ellison acknowledged he was “torn” about voting: he supports Israel’s right to defend itself, but also lamented that the resolution “barely mentions the human suffering of the Palestinians in Gaza.”

Four Democrats (California’s Maxine Waters, Ohio’s Dennis Kucinich, Wisconsin’s Gwen Moore, West Virginia’s Nick Rahall) and one Republican (Ron Paul of Texas) voted against the resolution.

In her defense of the resolution, Republican Michele Bachmann said, “No one likes to see the destruction, the loss of life, the grief. But, Israel was pushed into a corner with no other option than to defend and protect its people. Now, it is time that Congress put its words into action and stand strong behind our most valuable ally, Israel.”

The vote, coming on the 14th day of Israel’s air and ground strikes on Gaza, which have killed nearly 800 Palestinians (including 257 children and 85 women), “expresses vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders.” Near the end, the resolution adds that the U.S. House “expresses condolences to innocent Palestinian and Israeli victims and their families, and reiterates that humanitarian needs in Gaza should be addressed promptly and responsibly.”

In a break from the Senate version passed yesterday, the House resolution calls for “the immediate release of the kidnaped [sic] Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006″ and says Egypt must take measures to stop cross-border smuggling into Gaza.”

The Senate version was “passed unanimously,” according to Sen. Amy Klobuchar’s office, indicating she approved of the resolution.

Text of the resolution:

Recognizing Israel’s right to defend itself against attacks from Gaza, reaffirming the United States’ strong support for Israel, and supporting the Israeli-Palestinian peace process. (Introduced in House)

HRES 34 IH

111th CONGRESS

1st Session

H. RES. 34

Recognizing Israel’s right to defend itself against attacks from Gaza, reaffirming the United States’ strong support for Israel, and supporting the Israeli-Palestinian peace process.

IN THE HOUSE OF REPRESENTATIVES

January 8, 2009

Ms. PELOSI (for herself, Mr. BOEHNER, Mr. HOYER, Mr. CANTOR, Mr. CLYBURN, Mr. PENCE, Mr. LARSON of Connecticut, Mr. MCCARTHY of California, Mr. BERMAN, Ms. ROS-LEHTINEN, Mr. ACKERMAN, and Mr. BURTON of Indiana) submitted the following resolution; which was referred to the Committee on Foreign Affairs

RESOLUTION

Recognizing Israel’s right to defend itself against attacks from Gaza, reaffirming the United States’ strong support for Israel, and supporting the Israeli-Palestinian peace process.

Whereas Hamas was founded with the stated goal of destroying the State of Israel;

Whereas Hamas has been designated by the United States as a Foreign Terrorist Organization;

Whereas Hamas has refused to comply with the Quartet’s (the United States, the European Union, Russia, and the United Nations) requirements that Hamas recognize Israel’s right to exist, renounce violence, and agree to accept previous agreements between Israel and the Palestinians;

Whereas in June 2006, Hamas illegally crossed into Israel, attacked Israeli forces, and kidnaped Corporal Gilad Shalit, whom they continue to hold today;

Whereas Hamas has launched thousands of rockets and mortars against Israeli population centers since 2001, and has launched more than 6,000 such rockets and mortars since Israel withdrew its civilian population and its military from Gaza in 2005;

Whereas Hamas has increased the range and payload of its rockets, reportedly with support from Iran and others, putting hundreds of thousands of Israelis in danger of rocket attacks from Gaza;

Whereas Hamas locates elements of its terrorist infrastructure in civilian population centers, thus using innocent civilians as human shields;

Whereas Secretary of State Condoleezza Rice said in a statement on December 27, 2008, that `We strongly condemn the repeated rocket and mortar attacks against Israel and hold Hamas responsible for breaking the cease-fire and for the renewal of violence there’;

Whereas on December 27, 2008, Israeli Prime Minister Ehud Olmert said, ‘For approximately seven years, hundreds of thousands of Israeli citizens in the south have been suffering from missiles being fired at them. . . . In such a situation we had no alternative but to respond. We do not rejoice in battle but neither will we be deterred from it. . . . The operation in the Gaza Strip is designed, first and foremost, to bring about an improvement in the security reality for the residents of the south of the country’;

Whereas the humanitarian situation in Gaza, including shortages of food, water, electricity, and adequate medical care, is becoming more acute;

Whereas Israel has facilitated humanitarian aid to Gaza with hundreds of trucks carrying humanitarian assistance and numerous ambulances entering the Gaza Strip since the current round of fighting began on December 27, 2008;

Whereas on January 6, 2009, before the United Nations Security Council, Secretary Rice stated that: ‘The situation before the current events in Gaza was clearly not sustainable. Hundreds of thousands of Israelis lived under the daily threat of rocket attack, and frankly, no country, none of our countries, would have been willing to tolerate such a circumstance. Moreover, the people of Gaza watched as insecurity and lawlessness increased and as their living conditions grew more dire because of Hamas’s actions which began with the illegal coup against the Palestinian Authority in Gaza. . . . A ceasefire that returns to those circumstances is unacceptable and it will not last’; and

Whereas the ultimate goal of the United States is a sustainable resolution of the Israeli-Palestinian conflict that will ensure the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and a viable, independent, and democratic Palestinian state living side by side in peace and security with the State of Israel: Now, therefore, be it

Resolved, That the House of Representatives–

(1) expresses vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and recognizes its right to act in self-defense to protect its citizens against Hamas’s unceasing aggression, as enshrined in the United Nations Charter;

(2) reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel’s right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and verifiably dismantle its terrorist infrastructure;

(3) encourages the Administration to work actively to support a durable and sustainable cease-fire in Gaza , as soon as possible, that prevents Hamas from retaining or rebuilding its terrorist infrastructure, including the capability to launch rockets and mortars against Israel, and thereby allowing for the long-term improvement of daily living conditions for the people of Gaza;

(4) believes strongly that the lives of innocent civilians must be protected to the maximum extent possible, expresses condolences to innocent Palestinian and Israeli victims and their families, and reiterates that humanitarian needs in Gaza should be addressed promptly and responsibly;

(5) calls on all nations–

(A) to condemn Hamas for deliberately embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields, while simultaneously targeting Israeli civilians; and

(B) to lay blame both for the breaking of the ‘calm’ and for subsequent civilian casualties in Gaza precisely where blame belongs, that is, on Hamas;

(6) supports and encourages efforts to diminish the appeal and influence of extremists in the Palestinian territories, and strengthen moderate Palestinians who are committed to a secure and lasting peace with Israel;

(7) calls on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt and affirms the willingness of the United States to continue to assist Egypt in these efforts;

(8) calls for the immediate release of the kidnaped Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006; and

(9) reiterates its strong support for a just and sustainable resolution of the Israeli-Palestinian conflict achieved through negotiations between Israel and the Palestinian Authority in order to ensure the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and a viable, independent, and democratic Palestinian state living side by side in peace and security with the State of Israel.

No one likes to see the destruction, the loss of life, the grief. But, Israel was pushed into a corner with no other option than to defend and protect its people. Now, it is time that Congress put its words into action and stand strong behind our most valuable ally, Israel.

“The extremist views that support terrorism and violence are the biggest threat to both our nations. Terrorist organizations like Hamas and the Islamic Jihad actively foster violence and hinder the peace process in the Mideast. These acts endanger the entire global community, most of all the peace-loving people who live in the Middle East. These are not only Israelis, but also Palestinians. They deserve a chance for a peaceful life and a future for their children. Terrorists work to block such chances.

“The people of Israel have been victims of violence and hatred for far too long. It is imperative that the leaders of America do everything in their power to foster an environment with the Middle East that promotes peace and understanding. The future of America and Israel depend on it.”
